Possibly (probably?) borked Pleasantview.

Background:
So...months (a year?) ago, before Seasons came out, I edited a Sim's DNA in SimPE (specifically, the skintone) because she was a clone of her older brother and I was having none of that. I didn't know what I was doing
(and now realized that the Sim Surgery method would've worked better, but I was impatient), but at the time I thought that was it and went on to other things. When I decided I wanted to play the household again, after I installed Seasons, the Sim was invisible and the game gave "Hit Break Point Primitive" errors constantly, and the error log seemed to show that it was a problem with setting the skintone, from what I could reasonably interpret. At the time, SimPE for Seasons wasn't yet released and in another moment of brilliance I used the Pets version instead to try to "fix" the issue, out of desperation. I saved and neglected to back up the game. From then on the game would crash while loading Pleasantview. I looked in SimPE, and the Neighborhood memory was wiped clean--absolutely nothing was left. I thought saving the 'hood after installing SimPE for Seasons would fix the problem, but it didn't. I looked around for threads from people with similar issues, fiddled a bit with the character file, and the Sim finally appeared normally in-game. Sims could form new memories/gossip/etc. like usual, though the older memories were still not there. The headaches didn't end there, though.
From then on, Pleasantview would seemingly run fine, though a bit slow, usually for about 20-30 minutes at a time. While returning to the main 'hood from one of the sub-hoods, the game would crash, displaying the "The application has crashed. The application will now terminate" message. It only happens with this neighborhood, so I know my game itself is fine; therefore, I consider this a nuisance, but I would still like to see this problem done away with if it's still possible because I'm fond of that neighborhood.
System Specs:
HP Pavilion dv6045nr notebook
1.81 GHz AMD Turion 64 X2 processor
2 GB RAM
nVidia GeForce Go 7200
Windows XP Home Ed. SP2
My technical acumen = almost nil.
I hope all that made sense...my long-term memory's not that reliable. Thanks!

Like the days of youth
All things must come to an end
I must accept this truth
I don't do poetry, obviously. Could there still be a way to move the Sims to a new hood for a fresh "start" and just delete that P'view? Or is this just another lost cause like everything I'd ever tried...

I've read lots of threads here that say never, ever move families to new neighborhoods -- it just sets you up for worse things in the future. However, I've also read where people have been advised to extract their Sims with SimPE and clone them in Body Shop, reimport to game, and recreate family in new neighborhood (you should write down all their personality stuff and skills before you get rid of the old neighborhood so you can fix them up properly).
I've never done this, so others can certainly advise you better. But I just wanted to let you know that, if you're willing to work for it (I'm sure it's time-consuming to recreate all those families), all need not be totally lost.

I'd moved families from another borked 'hood to a new one, and unsurprisingly there were problems up the wazoo. That ought to teach me to think I can do these things without first knowing the risks as well as what the heck I'm actually doing.
Well, I do know (I think) how to export a Sim's personality/interest/career/etc. data into an Excel file, just not the relations. If I could find out how to do that, I wouldn't mind using some free time to painstakingly put the entire hood back together. As long as something can be done, even if it takes days, I will keep those Sims around. If I can keep the same Sims around for about 2 years, I can keep them around for a couple more!
