Penguin stuck on my lot for two sim years

Penguin is stuck at the end of my sidewalk for over 2 sim years. I tried move objects but couldn't pick him up. I tried to force errors with the FFS debugger but he's still there. Any ideas?

This seems a commonly-reported issue, but not one I've been able to reproduce. No information about why this would happen has been discovered.

I get a fair amount of penguins, and have not had this problem so far. I also have Twojeff's "students move away from the portal" hack in, which moves the entry portal to the mailbox. Maybe installing it would help? It is HERE
