Binary Breakdown of TS2 .package files

I was wondering if anyone could give me information about the
binary code
breakdown of TS2 .package files, and how I could edit them outside of SimPE by editing the binary code. I also need to know the format of the binary-encoded characters. For starters, I would like to use this information to edit the neighborhood names in the NeighborhoodManager.package.

What I used:
DBPF format in general:

String tables:

Packages (including compression):

File format codes:
http://216.32.95.40/wiki/InternalFormats
Remember, the string resources are compressed, so you're probably going to have to load and rewrite the entire file, not just overwrite the tiny bit of data you want to modify.
