Question about deleting character files

A while back I saw mention of starting a neighborhood and then deleting the character files and rebuilding townies and such.  I for the life of me cannot remember how to do this.  I also remembering reading that it caused some kind of issue, but again I don't remember what it was.

Is there any help anyone could give me on this?

Basically, the issue was that you couldn't create mass amounts of townies with the tree if you did a DAC.  You can create them in CAS and one by one, but not en masse.
