Deleting Specter House, good or bad thing to do?

If you wanted to get Ophelia's house back then uninstall the game then reinstall.

Um, no, all you have to do is move or rename the 'The Sims 2' folder under 'My Documents/EA Games', and the game will recreate the default neighborhoods next time you start it.  No need to do a complete uninstall/reinstall.

Or you can copy and paste the N002 from ProgramFiles/EAGames/TheSims2/TSData/Res/Userdata/Neighborhoods to MyDocuments/EaGames/TheSims2/Neighborhoods.  Uninstalling/Reinstalling the game is a bit much just to get a house back.
