Nope.

The reason 1x3 lots don't exist is because it takes a MINIMUM of 2xN to even be able to park vehicles. A lot only one tile wide would not have enough space to park the obligatory schoolbus and limo. And would thus break.

I've merged the two topics, but it is probably impossible without breaking sometihng major.
