That's a Maxis screenshot. I'm guessing it's one of those "things" you see in the shots they post, but you'll never get your hands on them since they never made it into the final game/EP builds.

Yeah, I was kind of bummed when that one and the updo the lady's wearing didn't make it into the game.  We around here like those hairstyles.
