Since I installed the holiday pack, I now have the option to throw New Year's parites on community lots. (I haven't actually atempted it yet.)
I'm hoping this is a feature and it can be used to make a community party hack that's compatible with nightlife, allowing me to marry my sims off at the wedding party lot I built, without having to do it as an outing.

I think this is an unintended feature. I have not noticed this on Community lots, but I have heard of it being available on Secret Society Lots.

Yes if you put a phone on a community lot (not a pay phone AFAIK), the option is available.
