No Celebrities or Vampires

I have the expansions up to pets, and I've patched to the latest versions of the game and of AwesomeMod.
My issue is that unless I'm playing in Bridgeport (or import them from Bridgeport), I never get vampires or celebrities in my town.  I was under the impression that story progression would create some of each over time, but none show up.  Currently I'm playing in a version of Sunset Valley that's been edited to have the addition buildings from the expansions I have.  I'm on my third family generation, and not a vampire or celebrity in town.  Also, there seems to be a lack of younger people in town.  Population demographics are definitely shifted towards grey hair.  I have story progression enabled under game options, and have check marks to allow celebs and vamps.  I do have AM story progression enabled, but no vamps or celebs are created, and normal human births seem VERY low.  Am I doing something noobish, or are there some settings I should check??

AM does not spawn sups or celebrities. Townies cannot procreate if no crib is present. RTFM

In its defense, I cannot find that information in TFM.  I'm not really even sure where I learned it.

Celebs and vampires pop up for me once I place a vampire lounge and apartment building in the city. But then it seems like HALF the population is either a 1 star celeb or vamp overnight.
