Sims 3 Collection files not working

None of the Sims Collection files work not even the game collection files.  Any idea what could be the problem?  Thank you.

PEBKAC?  Failure to RTFM? Signing your posts?  Could be a lot of things.

Found out why.  It was because the game failed to make a user folder in collections.  It only made one when I made a collection in my game of my own.  There is no manual with the Sims 3 Pets only lessons within the game.
