AL tenants

I am aware of several hacks for Apartment Life, however I want to be sure I select the correct one.

My issue is that once I move a resident from an Apartment into a house, eventually they will show back up on the lot loitering and falling asleep and all sorts of dumbness. What hack do I use to force previous tenants to leave and hopefully never come back unless invited?

I had this happen once, and I believe I fixed it by using the "Fix Broken Apartment Residencies" option from the lot debugger, and then deleting the sims with moveobjects - after that they didn't come back and an AL townie moved into their former apartment.
