Changing Water Murkiness

I've been trying to alter the murkiness of water so that it only starts to get dark at a much deeper...depth.

By editing the ini files, just like with changing the color.

But like before, it still doesn't seem to do *anything*. Does anyone have any idea why? Has anyone else tried this?

Sometimes before a lot fully loads you can see the land under the water, and it looks much nicer than not being able to see into the water at all. I'd prefer to adjust the "murkiness" with textures.
