Move an NPC into active household?

Is that possible?
I have a teenage daughter that's got a boyfriend who's a newspaper boy.
I've managed to fix him up a bit (hair and clothes) with the eneabledebuginteraction, but I would like to control him like I control normal Sims.

I've married an NPC before, but that was first when they were young adults, I want the teens to move together if possible.

THANKS THIS IS GREAT

Just put "testingcheatsenabled true" into the cheat box. Shift click the desired sim, and on the pie menu, the option "add to active family" should be there. F.Y.I. you bring up the cheat box by pressing shift, "C", and ctrl at the same time.
