Does the video game console fun stack with the tv's fun? Or is it like the food processor?

I honestly wouldn't know. The video game console doesn't provide a lot of fun anyway. I only use the Sport Of Kings.

It seems highly unlikely that it stacks, since that would make the Maxis console + the best TV worth almost twice any other object in the game.

You'd think that they'd do it that way, since EA makes a lot of console games.  Why not make playing a console game be the funnest thing ever?

This is EA we're talking about. They would like to think that they are the king.
I think someone at Maxis has a somewhat ironic sense of humor. Note how they rate things as clearly depicting the belief "video games are not much fun".
