Sounds like they want to set free will on some sims and turn it off on others. Useful if you tend to focus all your attention on one sim on your lot. Free will off on the one you control the most and free will for the rest so they don't starve to death.

I think I heard of a hack for lot specific free will. I think it was mts2 but I am not sure.

If that was the case, couldn't you just ignore the other Sims, and micromanage one, a la the "I'm Surrounded by Idiots" challenge? There's got to be a better reason.

That's the reason, to just micromanage one person while leave other people on the lot free will. I'm running a daycare service using Inge's school system. The teacher just can't stay in the room!

Hack is at MTS2.  I don't know by whom and don't know if it's been updated.  Just aware that it's there is all.

There is a hack for this on MTS2 (I can't post the link as I can't get to the site now). However, it is compatible with OFB, I use it in my game.
