See, that's done out of a tradition, among other things: It's in all caps because when they first started performing typed military dispatches, lowercased letters hadn't been invented yet. Furthermore, the entire point of it is to get your attention. Because it's important. And you're supposed to read it.
On the Internet, however, we had lowercase letters, so when you do things in all caps, it simply looks like you're shouting. Which, in the military, you are.
