If your sim's sculpting skill is high enough they can make an ice sculpture of another sim on the lot. 

I had the same EXACT problem---I followed the advice to reinstall the framework and now it works brilliantly!  Obviously OP didn't want help as s/he didn't follow the instructions given....it worked for sure.
