I got hells 3.0.38, and it doesn't work... content not showing up... any ideas?

I did destory all humans, i did turn off the story progression, i tried everything but they are still spawning, my sims have no jobs....i deleted all house exept mine?
Is there a way that i could put all my home-made sims, and no other spawn, how many would i need...??
