You need to have at least ten fish of any particular type (ten minnows, ten goldfish, etc.) in your Sim's inventory in order to stock the pond. Either fish for, or purchase ten of each type of fish, then you can stock your pond with all of the fish you'll need for recipes, etc. Very helpful.
