Can you tell me how to disable the hotkey for HP Health Check?

I recently bought the Sims2 Double Deluxe and when I start the game and press ctrl, shift, c to enter a cheat, nothing happens. No command prompt appears. I uninstalled and reinstalled and it still didn't work. So thinking it was the game, I returned it and got a new one and it still does not work!!! I am playing it on an HP laptop with Vista. I used to have the Sims 1 Complete Collection and the command prompt always worked. Why is it not working on this game and can I fix it?
