Simsurgery is no more than a copy and paste function. Is no big deal. Works better than some hacks that claim to do the same. I saw people complaining about some of those hacks because the sims appearance reverts to what was before the change. At least with simsurgery the changes are permanent. And if don´t d this in thousands sims doesn´t have a big bad effect.
What I find rather stupid in siumsurgery is that you need to create another sim to use as model or use a previous existent sim, makes the whole operation pointless.

About the other questions you have, my best suggestion is: read tutorials. Moar, better.

SS_quietpregnancy is a hack that disable the sound that plays when sims does whoohoo and get pregnant. That´s all.

If just happens in that specific lot, is a borked lot. I have no idea how to fix it. I dunno how to fix a missing carpool portal. Can be the problem. Did you tried to load the lot without CC?

I have audio errors like these since NL. There was a thread somewhere where Pescado explain what are these errors. Maybe the myth thread, can´t really tell.

I also notice that really small lots (like those you can download at MTS2, with 1x1 tile) have serious issues related to portals, there is not enough space to make things work if you have a sim standing in front of the houselot, as example, or the mail carrier arriving at the same time than the carpool. I ended resizing those small lots cause they never worked well.

Borked graphics, game freezes. It happens that the graphic card need some time to proper render stuff. When you put at speed 3, you basically is telling the computer to render everything faster. Maybe that´s why your game is freezing.
Need moar ram cause vista is a memo hog.

I dunno how to fix that - are those game default palms? - but the picture really amused me.
Unfortunally you will get the hood decor that is coded to appear at the hood, I dunno if is possible to hexedit the hood to make it disappear and in game the only solution is remove all of them manually.

It´s very possible that you screw up all hood.
Deleting sims  in game deletes nothing.
Check the hood with SIMPE searching for duplicated chars.
IF you find duplicates restore an old backup or check the deleteme2 thread.
Is possible that you had added hitchhikers at your hood with the lot.

Add the mailbox fixed it?
