Title: Getting Rid of Maxis Townies

In my latest 'hood, I didn't bother with the neutron bomb (deleteallcharacters & subsequent cleanup), and realized its kind of nice to have a lot of Townies and Dormies to start with.  Between creating a custom Uni hood, Nailati's new templates, and Jordi's name hack, the Dormies were even a nice looking bunch with an assortment of names.  However, I got the same ugly crew of Maxis created Townies with the same stupid names, plus the two binned Maxis families for Pets (the occupied lots for Pets have already gone the way of all flesh). 

Is there a file or files that I can zip/delete/disable to keep the default Townies from spawning in my next 'hood?

Try renaming the N001 folder in C:\EA Games\Sims 2\Tsdata\res\Userdata\Neigborhoods. That should prevent any townies from spawning.
Or alternatively you could get one of those empty templates from Peasantry, they work perfectly.

Empty Templates. If you install all of them, you can create a custom neighborhood with all sub-neighborhoods attached, and still have ZERO sims. The game will, of course, begin creating sims once you start playing. But with the various noregen/noredundancy hacks, you can keep the numbers low, and with default replacements/etc, the new townies/NPCs can actually be good looking.

If you just want to get rid of the Pleasantview townies and NPCs (Komei, Marsha, etc) you just need the empty Pleasantview. Or do what Eleonora  said.

I want Townies, just not ugly ones, so I did what Eleonora said.  If I didn't want any, I'd use my handy backpack neutron bomb...

Now I'm down to the Roseland and Crittur Pets families...

Use an empty P001 to prevent these two from being added to every single 'hood.
