I have it permanently in my cheat file and I get 8 visitors the same as always, even though the default gives me 2. You still get the 8 even when you go on group outings or are invited on them, which also seem to have the same maximum number. This means you get 16 in total if you're on a full-size group outing.

Ancient, please excuse my ignorance having been a long time player of this game, but how and what cheat do you have in your 'cheats' file?
