You mean "are there". And not here.
Check some of the tutorials at the SimPE site (http://sims.ambertation.de/en/faq/).

At Sims2Workshop Carrigon also wrote a few newbie help guides (http://www.sims2workshop.com/viewforum.php?f=6).

It depends on what program you wish to use to mesh.  I use Blender and love it, but I wouldn't recommend it for beginners.

You'd also have to define "new object". Most likely, in your case, the answer is "no", since you don't even seem to have an idea of what to do.
