Are the kids doing homework?  The only way to raise their grades without cheating is to make them do homework.  If you are not already using Macrotastics, I highly recommend it.  There is a Do Homework option that will get the kids to do their homework without making you search all over the house for it.

You can use Two-Jeff's "College Adjuster" -

The College Adjuster only works if you have University.  If you only have the original game, you can use Merola's multi-painting (www.simchaotics.com) to change grades up or down.

However, like I said before, the best way to affect kids' grades is to make them do homework.  Have you tried making the kids do homework?  If they do homework, the next day when they come home from school their grades will go up.  If they don't do homework, their grades will keep going down every day.

If you do not know how to make the child do homework, there are two ways:

1) When the kid gets off the school bus, watch very carefully and you will see the child carrying what looks like a folder or clipboard.  This is the homework.  Watch where the child puts it down (usually on the floor or on the ground outside).  Click on the homework object and you should see an option that says "Do Homework".

2) Install Macrotastics (available here: http://www.moreawesomethanyou.com/smf/index.php?topic=208.0) and then click on the child and choose Macro...Do Homework.

Hope this helps.

I use  since TS2 the JMP's "nohomework" hack, and never updated it. I searched for this hack now, but I didn't find it. Anyway, I continue to use it. May be it's the hack you need?

Have you put the lot at aging off?  Sometimes grades get stuck when you do.

Seems a bit strange, because normally they start at C+ and go to B+ on the first day, or something like that.  I use SyberSpunk's harder grades mod now so most of mine are going down to start with instead of up and those on A+ are dropping.  Up until then ALL my kids got A+ without any real effort, so this is far better.  They actually have to work for it now.  The only drawback is that to get the higher grades they have to get more skill points and I try to avoid too many of those too quickly, otherwise they've nothing to do later on.  So I now concentrate on getting them for the Knowledge Sim kids and those who appear to be more serious-minded, whereas the more playful ones have to struggle more, as is the case in real-life.

You haven't downloaded any houses that might have Ste's mod in, have you?  Might be worth checking for it in Clean Installer.
