Playable sims performing sales actions will not gain +rel above ~35 unless they are already friends, preventing them from acquiring a bazillion unwanted often-townie friends. Probably not, since that's kinda the point of the networking perk -- to be able to talk to anyone in the neighborhood, whether you know them or not. You have townie employees performing sales interactions on those that visit your store (including playable sims). Not sure how that would affect your loyalty gains.
