I think you have to edit them in SimPE yourself if you want them to be genetic, otherwise newly created sims should be given Maxis brows, and then have their appearance changed once they are in play.

I do use others (I think Haelene's), but if you make the Maxis ones thinner they do look a lot better. I use the DMA outfit changer to do it, there's an option on there to alter facial characteristics; you can also do it via boolProp.
