Like a Grocery store open between 7a and 11pm or Night club open between Midnight and 5 am. & Sims can only visit during those hours.

You have to do it yourself by restraining the hours your Sims spend on specific lots. You could add the hours in the description of the lot so you always remember.

Actually it always been like that weither it is a downtown you imported in regular hood or regular maxis coming with the game community lot (been like that since Sims 2 basic). To meet Sims after 11pm you are better off sending them on downtown lots. Of course the community lot wont save with that setting and you would have to reset it each time you entered the lot, but it should work if you are using it for a storyline. Its my experience it will kick everyone off at the close of the business hour or however you set it. It works great for home based businesses of course (or other money making schemes like at uni) as that was what it was made for.
