I was wondering if there is a way to make the community lots open only during specific time of day. Like a Grocery store open between 7a and 11pm or Night club open between Midnight and 5 am. & Sims can only visit during those hours.

Like Gali said no there is no way to do that, community lots are open forever.  You have to do it yourself by restraining the hours your Sims spend on specific lots.  You could add the hours in the description of the lot so you always remember.

I think they're All Night Groceries!  But I have noticed that if you put a Nightlife-type lot in Pleasantview, then between about 2am and 7 am there will be hardly anyone there.

Actually it always been like that weither it is a downtown you imported in regular hood or regular maxis coming with the game community lot (been like that since Sims 2 basic).  To meet Sims after 11pm you are better off sending them on downtown lots.

The only Sims I see when visiting community lots between 11pm and 7am are unaccompanied children.

That's what I meant, it's only in Downtown that sims can be seen around much between those times.  And who wants to keep meeting Marsha Bruenig anyway?

If its for movie making or story purposes you could use Inges business bush, I think its called teleport plus - it allows you to set business hours. Of course the community lot wont save with that setting and you would have to reset it each time you entered the lot, but it should work if you are using it for a storyline. Its my experience it will kick everyone off at the close of the business hour or however you set it. It works great for home based businesses of course (or other money making schemes like at uni) as that was what it was made for.

For a simplier version you could use her other teleport bush and simply clear the lot selectively or all visiting sims.

What I found it wouldn't do was to keep sims on a Night-Club lot in Pleasantview after 2am.

It migth be possible for someone really talented to steal the code from the univesity dorm cook and apply it to the store clerks or something, so that they go home at midnight and come back at 4am.
