Does the familyfunds cheat only work when the specific household is in play? It isn't working for me from edit town/neighbourhood as it did in the Sims 2 (unless I'm remembering incorrectly) .

I'm basically organising new families I've created into a fresh neighbourhood. Having to plop them first into a lot they can afford, then select the household, only to fund them up so I can move them again, seems like too many steps.

I have used AM spawning features previously, but that isn't what I'm after for this neighbourhood.

You could use the 'freerealestate' cheat. I don't think familyfunds works when you're not directly playing.

familyfunds <household> <amount> has always worked for me in Edit Town, with one exception: if the household name is more than one word.

In the past commands that don't work if the name of something is two or more words long often respond to quotes. e.g. "Smith Bloggs"

The other problem you can run into is if you have more than one family in the hood with the same name. It's always the wrong household that gets the funds in that situation.
