The body hair overlay does not seem to stick for certain Sims, sometimes creating a new Sim in CAS will work or the hair will disappear after choosing change appearance from a mirror. I saw a few posts suggesting to age the Sim up with the editsim cheat, but that trashed my traits so... Can anyone else confirm that this file works? I was able to get body hair to stick on all the Sims I had problems with after using this, I think the problem was the original ones aren't categorized for every clothing category. It got removed once I went to add tattoos and then wouldn't stay no matter what I did.
