Fixes a bug where a sim would be scheduled to collect a child who is not on the lot, but talking on the phone.

Symptoms: A sim will appear on a pedestrian portal and stand there, hogging the portal

For OFB & Nightlife, but may also be needed for University post patch (Not tested for university).

This is in the new Phonehack. So you will not need this with the phone hack installed.
This should be uninstalled if you have the Phone hack

Hmm. I think this one may be rolled into the Phone Hack, so once that's available, I would take this one out if you're going to use it.

Yes, this happens post-patch here (NL+UNI). Some kid will phone and that kid's parent will all of the sudden show up on the lot wandering around as if to say "Don't even think about it".

Thanks for this one, I started not to answer the phone after 8pm because I did not want a Sim parent to ring my doorbell and wake all my Sims up because in the 1st place it did not put the kids to bed!

stupid question: what, exactly, is the pedestrian portal, and how can it be blocked?

it's where walkby sims and NPCs will enter and exit the lot. I think. I know nothing about these things.

Portals are ways in and out of routing objects, such as doors and stairs.  There are portals also at the edges of lots for where cars and pedestrians are brought into and out of the lot.

It should be. I am not using it because I have the phone hack, but the code has not changed since I wrote this.
