If you hold the mouse over it, it should say 'Insert Image.' Copy and paste the web address of the picture inbetween the [im.g] [/img.] tags.
If you need to upload the picture to the web, then I suggest photobucket or something similar. You need to be in live mode, and you need the stuck object remover. Place the stuck object remover on the fourth square using moveobjects on cheat. Go to live mode. After the burminated message pops out, go back to build mode and place a square of tile. That's it.How on earth did EAxis do this, seeing as I can't replicate this elsewhere myself? I did it before, and I don't have the remover.
If I remember right, you have to build the floor first (with tree holes) and than place a modular stair. You had to have four open to be able to place the stairs, if I remember correctly, but you could place floortiles and walls on the fourth tile afterwards. I don't remember if this was changed with a patch or just with later EPs, but I remember being annoyed when it did change!

To get rid of the above problem, you can use my method. It is what I use when I need something like that. You can put a wall at the edge of the third tile as shown in your picture.
