Can you do this?
Senate proceedings shall be conducted as follows:

1. A Senator must propose a motion.
2. Another Senator must second the motion.
3. The motion will then be put to a simple Yea or Nay vote by the Senate until a majority is reached, or time elapses.
4. If the motion passes, it may then be Vetoed by El Presidente.
