Uni Neighborhood Screen is Borked...

My Veronaville Uni neighborhood screen has mysteriously turned light blue.  I can view families/students/whatever in the family/student/whatever pool.  I can look at pre-made lots and choose dorms and empty ones.  The toolbar up top is there and lets me return to my root neighborhood and the attached downtown and shopping district.

This only happened after when I was loading a new lot (one that I had just re-zoned to be a dorm) and the UI didn't load.  So I restarted the game.

Now, all my other neighborhoods, downtowns, and shopping districts work.  Just not this one.

Any help would be great.
