Censustool.package, What is it?

Hi, I'm not sure whether this is the right place to ask this, so if I got it wrong, sorry.
I'm about to install the FFS hacks for Pets, and I came across this hack censustool.package. I've looked everywhere for the RTM, and didn't find one for it. So, can anyone tell me what this hack does to the game?

It is the phonebooks under misc-misc which allows you to do several census for the neighbourhood, such as male/female percentage, aspirations, etc.. Should not be under hacks I guess, it is an object like the lot debugger or the cheat.

NoADHD — Sims will tend to finish what they are doing before doing something else (so no more pick up a book to read, and immediately drop it to go watch TV)
Privateschoolbillfix — if your household has kids in the private school, it will be charged §200 per day. This is how EAMaxis probably intended it anyway.
RPSHack — IIRC it just makes sure Roshambo (Rock-Paper-Scissors) games are played to completion.
