Residential lot to Community lot?

Stupid question, I'm sure, try not to laugh.  Anyway, I recently downloaded a residential lot and thought it would be a great community outlet.  How ( in game) do you change a residential lot into a community based lot? Appreciate any imput.  Thanx in advance.

Enter the lot in buildmode
Type in the console: changeLotZoning community
Save and exit.
