You need Nightlife or Open For Business.  Assuming you've got OFB, take a look at the J'Adore Bakery.  There are restaurants in both Bluewater Village and Downtown to use as examples.

You can use hacked items to do one at home - you need a podium, the restaurant stove and enough people to be have a greeter/seater, waiter/waitress, and cook. With Pescado's hacks, I think you need less employees. I'd suggest trying one on a community lot first just to make sure you know how it's supposed to work in case you have problems with the home one.

If you have Business Runs You and all required macro modules, employees will automatically shift between jobs they are qualified to perform as needed, if their primary task is filled. This means you can often cut inefficient goof-off positions where workers are mostly standing around idling uselessly, such as, in many cases, the dedicated podium guy. Because, let's face it. All he does is yap on the phone, jacking up his sales badge without actually using it for anything and thus inflating his paycheck demands. He's useless in the default state.

When I ran my restaurant at home (actually a B&B), I let my playable be the podium guy and the chef. Business owners are useless in their natural states, and the inflated ego seemed perfectly appropriate ;)
