Sims whining at unreachable objects?

I've had this since starting a home business. About all potential customers do is gather near the fenced-off part of the lot and whinge interminably about the unreachable objects. It is very tedious and yet another example of piss-poor coding. Is a hack available?

Is there a gate in the fence?  (Locked against visitors, of course...)
