Sims won't eat at restaurant

At this one particular restaurant that I downloaded, the server would bring the food to the table, but the customer will get up without eating and leave the restaurant.  What is that about?

Could it be that the Sim's hunger bar is full?

Or does that happen with all your Sims?

It happens with all sims that are seated in the restaurant.

Do you have any hacks that affect the restaurant or eating behaviour?

There are rumors that restaurants often mix badly with the Bandatron. The problem seems random and comes and goes.

mine do that all the time.  Even if its a owned buisness.  Drives me insane.

I disabled all hacks and it still does it, but only with this one restaurant.
