I think the game uses it as a fall-back when for whatever reason the mailbox isn't accessible. The carpool, for example, might use the mailbox to route sims to if the mailbox is blocked.

I've actually cloned the comm lot phone and just got rid of the silly bits of it.   I'm happy to offer my mesh if someone wants to use it either as is or as a total override.

Pretty please make the override available for download. I've always hated the silly parts of the community phones.
