Dormie assignment fix

Fixes a Maxian bug whereby dormies will start a new assignment rather than finishing the old one, leading to assignment clutter.
There will still be occasions where a new assignment is created (If the dormie can't get to the old one).

Should be compatible with both UNI, NL & OFB versions. and Syberspunks Less Autonomous College Assignment
