Townies with same skintone

I apologize if this has already been asked, I did look but found no answers and my online time is very limited.

Is it possible to (or is there a mod that will) spawn townies all with the same skin tone (color)?
For example, if I wanted to make an island world and wanted all the townies to have medium skin and dark hair, is there a mod that would make that happen or would I have to go into CAS and edit each one individually?

It might be a few days before I can get back to check this, as I said, my online time is extremely limited right now. I really appreciate any answers that would put me on the right track though, thanks!

I can't think of any facilty that specifically covers this, no. It would not be particularly difficult to CREATE such a thing, but it would be extremely specific to your one specific neighborhood and not a feature that would be globally desirable. To make such a feature with more general applicability and configurableness would require that people who even want to use it know considerably more about the game than the typical user would want to. It would not be user-friendly.
