No, it is not only happening to you. BUT, since test Awesomemod was updated, and boats cannot go on the road now, most people have stopped complaining. If you have updated Twallan mods, try with a new game, maybe the old game is broken.
When you say a new game, it means a new clean Sims 3 folder? or only the option: start a new Island town? (with a new saves game). Because both could be a new game.

Try a new world first and see if that works. IP doesn't have the best routing, probably the worst out of all the EA worlds.

I'm pretty sure phoenixc said the other worlds were OK. I would try a fresh game of IP.
Just load the game, go to the main menu and start a new IP game, phoenixc.
