I was also annoyed about the dirty and broken stuff in my dorms.  I ended up hiring a maid and consider the cost as part of "tuition and fees".  After all, dorms are not free in real university (in the states, at least).  I used nraas debug to add the unbreakable upgrade to everything else.

I had random roomies sleeping in my sim's single bed! So annoying. So I assigned everyone a bed, locked all the doors according to each assigned bed and haven't had the issue since.  The only problem I noticed with locked doors is firemen.  I started a fire in one of the dorms and got a notice from the firefighters that they couldn't reach the flames.  They actually could, but weren't able to leave the room again until I unlocked the door.  *shrug*

The constantly broken/dirty situation in dorms is annoying, but I had a Sim in the technology track and constantly unclogging toilets or stopping up sinks helped bring his Handiness up. It'd be nice if there was an AM option to disable stuff from breaking in Dorms.

I have to ask though, does this expansion require Origin?

The roomies in the frat house have red portraits almost constantly. Every now and then I take pity and "maxmotives" them so they can do stuff without falling asleep on the floor. They also have zero cooking skills and insist on burning everything.

I am doing the 12 credits a week option, there are 2 classes a day on Mon, Wed, Fri and a lecture on Tues and Thurs. I haven't really noticed it going down, since I have almost maxed out the meter and it is only Wed morning [before class]. Maybe the more classes you take, the less chance for serious decay. The downside is no real socialising.

I don't have origin installed. I loathe origin.
