What's up with the carpool/taxi drivers?

In my game, all the drivers are the same. All of them. Every neighborhood, every save. They're all this same female sim with a blue hoodie, who actually looks a lot like Justine Keaton (premade Sunset Valley sim). At first, I just blew them off, seeing as I never really cared about them. But I asked at MTS and someone said that their drivers are different people every time, some of them premade people in the town. Who is the driver, and is she supposed to appear differently?

I'd love to tell you what's up with the carpool drivers, but I'm afraid you won't like what I have to say and delete the whole thread in a flouncy fit. But you wouldn't do that, right? Not like the "preggo" outfit thread that recently disappeared...
