If it isn't, it could be made mostly so with software. I did it for one, WA I think. It had been scanned in and I OCR'd it.

All you have to do is transform to text, then search, then turn back to .pdf.  I'm pretty sure foxit reader has that option as standard. My mistake, the copyright prevents you from doing so.
