can't create/load new neighborhood

I just patched to 1.14.11, game loads but when I click new neighborhood,(I deleted all the old ones as they were also crashing) it starts to load but before its even 1/4 thru it just dumps back to desktop with no error messages. I have removed all files from my mods folder and even renamed my sim3 folder (in my documents) so it would create a new one and same thing happens.

I would try re-installing the game and patching fresh, then see what happens.  Something might have corrupted when you patched.
