Sloppy Jalopy is camping outside my sim's house?

There's a car parked outside my sim's house across the street that never goes away. When I point at it it says "Sloppy Jalopy"... WTF? Is this the new Sim Stalker add-on that I'm not aware of? Also my sims started getting burglarized very often once this started happening. I tried using the moveobject command but it can't kill cars. I'm scared...

If you use Awesomemod you can use the command "towderelicts". This will banish all derelict vehicles from your 'hood.

If you are tired of burglary, instal a garage door as the only entrance to the premises and keep it shut at night; no sim can get through those when they are shut
