WA: How do I operate this thing?

OK, here's the deal.

I have WA fully patched, I am now going through the process of restoring my CC. But I'm a bit confused as to the correct steps. Yes I have searched the forum and found answers for various things, but there is one thing I just can't seem to find answer too... I know it's there... (forgive me I've searched all morning). Which folder does the Mods folder (and resource.cfg file) go into? In program files/ea/The Sims 3 OR In program files/ea/The Sims 3 WA ?

OK next thing, about the Package file downloads not showing up in the game (with WA), what was the fix for that? I know this was extensively discussed here, but I've been using search and I can't seem to find the right thread, the one with the answers. If anyone knows of the main thread for this discussion can they please link it here? Thank you.

Both, but the CC itself only goes into the WA mod/package folder.

This is wrong. Leave the damn mods folder where it originally was and never attempt to move it.
