Right, so, I feel like a moron. I'm not sure exactly what's happening here. See, I had to uninstall my game because it wouldn't start (the FAQ didn't help) So, when I went to re-install University (Life Pack) My computer decides that all of the packs are already installed. I deleted the registry entries, it should be working, but no. What's going on here?
Important notes-
I had to manually uninstall my games.
I followed the uninstalling FAQ
My computer has decided to delete the restore points before I uninstalled, so System Restore isn't an option.
When my game was still installed an error message with only a red X showed up.
When I tested the game with out my user files the newly generated folder only has the Logs sub-folder in it

Are you sure you got all of the registry entries? Doesn't sound like it at all.
Try these instructions, copy pasta from EA.
Answer
Follow the instructions below to manually uninstall The Sims 2 University Life Collection*
*The University Life Collection includes University, IKEA Stuff and Teen Style Stuff expansions. These instructions will not work for the Sims 2 University single expansion.
Backup the save data in Windows XP:
1. Click on the Start button and click on My Documents.
2. Open the EA Games folder.
3. Right-click on The Sims 2 folder and select Cut.
4. Right-click on your Desktop and select Paste.
5. To restore your Sims 2 saved games, move this folder back into the EA Games folder mentioned above.
Backup the save data in Windows Vista:
1. Click on the Start button and click on Documents.
2. Open the EA Games folder.
3. Right-click on The Sims 2 folder and select Cut.
4. Right-click on your Desktop and select Paste.
5. To restore your Sims 2 saved games, move this folder back into the EA Games folder mentioned above.
Delete the game files (in the default location):
1. Click on the Start button and click on My Computer.
2. Open the Local Disk (C:) drive.
3. Open the Program Files folder.
4. Open the EA Games folder.
5. Right-click on The Sims 2 University Life Collection folder and select Delete.
(Warning: Changes to the registry can cause your computer to operate improperly, so please follow these instructions exactly as they are written.)
Backing up the registry:
Perform the steps listed below to back-up the registry so that should something go wrong, you can restore your system back to a working state:
1. Click on the Start button (Windows button on Vista) on the Windows Taskbar.
2. Click on Run.
3. Type regedit into the available text field, and click OK.
4.
* Note: If you are using Windows 2000/XP/Vista, click File, and select Export.
* Note: If you are using Windows 95/98/ME, click Registry, then select Export Registry.
5. Click on File, then Export
6. Under Export Range, make sure All is selected.
7. Type backup into the File name field, and click Save.
Delete the registry keys:
1. Expand the HKEY_LOCAL_MACHINE folder
2. Expand the SOFTWARE folder
3. Expand the EA GAMES folder
4. Delete the Sims 2 EP1 folder
5. Delete the Sims 2 SC folder
6. Delete the Sims 2 SE folder
7. Delete the Sims 2 SP6 folder
8. Delete the Sims 2 University Life Collection folder
9. Collapse the EA GAMES folder
10. Expand the Electronic Arts folder
11. Expand the EA Games folder
12. Delete the Sims 2 University Life Collection folder
13. Collapse the Electronic Arts folder
14. Scroll down and expand the Microsoft folder
15. Expand the Windows folder
16. Expand the Current Version folder
17. Expand the Uninstall folder
18. Delete the following folder if it appears:
{76703039-C98C-4e62-A12C-4D7066BE9985}
Delete the uninstall files:
1. Click on the Start button and open My Computer
2. Open the Local Disk (C:) drive folder
3. Open the Program Files folder
4. Click on Tools, then Folder Options, then View.
5. Select Show hidden files and folders
6. Open the InstallShield Installation Information folder
7. Delete the following folder if it appears:
{76703039-C98C-4e62-A12C-4D7066BE9985}
The Sims 2 University Life Collection should now be completely removed from your system.

Registry keys are the only thing I know of if the game still thinks files are already there. Have you tried a registry cleaner program?
Which FAQs had you been following for all this help by the way? Because the error message with just an X sounds like the issue that is solved with just deleting teh cache files in the The Sims 2 folder in My Documents. SimsWiki is usually the FAQs that people follow, but it doesn't include the Best of Business or University Life removal, both of those packs have specific keys to delete.
